Families with teens in school to get boost in Federal Budget

PRIME Minister Julia Gillard has made her third family-friendly Budget promise this week, announcing changes to the family tax benefit (FTB) that encourage older teenagers to stay in school.

During last year's election campaign, the Federal Government pledged to extend the maximum rate of FTB part A for families with a teenager up to 19 years old, rather than cutting it off when they turned 16 as it does presently. As a result of the change, which will be part of next week's Budget, families could receive up to an extra $4200 a year for each eligible teenager that stays in school. The measure will cost $771.9 million over five years. Ms Gillard said the current system made the false assumption that teenagers cost less than younger children.

"It's an old-fashioned model that's really based on an assumption that kids are likely to leave school early," she said today.

"Well in the modern age we don't want kids leaving school early - we want them engaged with full-time education getting the skills that they will need for the rest of their lives."

From January 1 next year, the new maximum rate of FTB part A for 16 to 19-year-olds will increase by about $160 a fortnight to align with the rate for children aged 13 to 15. Only families with teenagers in full-time secondary study, or the vocational equivalent, will qualify for the extra cash. Ms Gillard said she expected more young people and their families to stay in the family assistance system as a result of the changes, meaning they will also get access to welfare benefits such as Rent Assistance and FTB part B. "About 23,000 families will either receive Rent Assistance, or receive extra Rent Assistance, up to $3600 a year," she said in a statement.

"In addition, 28,900 families will be eligible for FTB Part B up to $2900 a year."

The announcement follows Ms Gillard's promise on Monday to fund $425 million worth of teacher bonuses in the upcoming budget and yesterday's commitment of an extra $200 million for students with disabilities.

호주는 대학 진학을 하지 않을시 10학년(한국의 고 1년에 해당)에 졸업이 가능하다. 대학 진학을 위해서는 12학년까지 마쳐야 하며 전문대 등의 전문 과정 수료로 이를 대신 할 수도 있다. 따라서 학교에 다니는 17~19세의 자녀를 둔 가정에는 연간 최대 420만원의 세금 감면 혜택이 추가로 주어진다.

정부는 많은 청소년들이 필요한 교육을 받을 수 있도록 다방면에서 교육 지원 정책을 펼칠 예정이며 계속적인 교육을 위해서는 안정적인 생활의 뒷받침이 필요하다는 판단 아래 월세 지원비 등의 혜택도 결합해 실행 할 예정이다. 이번에 교육자 보너스 425억원과 장애인 학생을 위한 지원금 2백억이 추가로 책정됐다.
